According to notes taken by senior policy official Stephen Cambone, Rumsfeld asked for, "Best info fast. Judge whether good enough hit S.H." (Saddam Hussein) "at same time. Not only UBL" (Osama bin Laden). Cambone's notes quoted Rumsfeld as saying, "Need to move swiftly – Near term target needs – go massive – sweep it all up. Things related and not."

On September 20, 2001 he addressed the nation and a joint session of the United States Congress regarding the events of September 11 and the subsequent nine days of rescue and recovery efforts, and described his intended response to the attacks. New York City mayor Rudy Giuliani's highly visible role won him high praise in New York and nationally.
